The county’s water policy began in extensive water resources development projects starting with basin probes in the 1960s after the Korean War. The overall development projects involved large-scale dams and water control projects in primary rivers in the 1970s and 1980s. The idea of eco-friendly water resource control started in the 1990s. The center on water supply and/or control has led to sustainable water management, including stream ecosystem protection in the 2000s. Another dam’s function is non-polluting hydroelectric power production, with its facility capacity reaching 0.2 million kilowatts and an annual generation quantity of 353 gigawatts. When the hydroelectric facility started its operation in 1983, inside the middle of the second oil shock, one-third of its total water generation is supplied by the Soyang River Dam.
